Discussion/approval/disapproval of the Air Quality Monitoring Site Agreement between Pinal County Air Quality and J.O. Combs Unified School District #44. The agreement will allow Pinal County Air Quality to continue to operate monitoring equipment at the J.O. Combs Unified School District #44, located at 301 E. Combs Rd., San Tan Valley. Discussion/approval/disapproval of Award Agreement #1371 under the Arizona Companion Animal Pet Plate Voucher Program between the State of Arizona and Pinal County through the Pinal County Board of Supervisors, beginning January 31, 2025, ending August 1, 2025, for $10,000. This grant will be used by Pinal County Animal Care and Control to help citizens of Pinal County get their pets altered. *L.Discussion/approval/disapproval of Award Agreement #1372 under the Arizona Companion Animal Pet Plate TNR Program between the State of Arizona and Pinal County, through the Pinal County Board of Supervisors, beginning January 30, 2025, ending August 1, 2025, for $9,500. *AH.Discussion/approval/disapproval of Subrecipient Agreement 23-AZDOHS-HSGP-230307-01 Amendment #2 under the Arizona Department of Homeland Security (AZDOHS) Grant Program, and Pinal County, through the Pinal County Board of Supervisors, to extend the grant beginning October 1, 2023, ending June 30, 2025, for $75,000, and authorize the execution of a Memorandum of Understanding, which outlines the financial reporting requirements in the Subrecipient Agreement Amendment #2. The grant will be used by the Office of Emergency Management for an elections security exercise. Acceptance requires an amendment to the FY 24/25 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 196 (Emergency Management) to increase revenue and expenditure appropriations. Discussion/approval/disapproval to accept Award Package #3 under the Federally Declared Disasters under the Public Assistance grant program between Arizona Department of Military Affairs and Pinal County, through the Pinal County Board of Supervisors beginning agreement January 20, 2020, ending agreement May 11, 2023, for $42,256.84, and authorize Emergency Manager, Kore Redden to execute the Agreement on behalf of the County. *AY.Discussion/approval/disapproval of Resolution No. 031925-GRIC-PCAO, a Resolution authorizing the submission of a grant application for the Gila River Indian Community Shared Revenue Program for $200,000. This grant will be used by the Pinal County Attorney's Office to purchase security systems and equipment to enhance areas around Pinal County with a Real Life Crime Center in partnership with local law enforcement agencies. *AZ.Discussion/approval/disapproval for Deputy James Petros #1192 who retired from the Pinal County Sheriff's Office (PCSO), effective October 31, 2024. Deputy Petros has requested that, in compliance with established precedence and protocol, he be permitted to purchase his PCSO issued duty weapon(s) identified as Glock 17 at $25 and Colt AR15 at $330. Fair market value for Glock is approximately $420 and Fair market value for the Colt AR15 is $330. Purchase of issued weapon(s) upon retirement is also in compliance with A.R.S. 38-1115A which allows a law enforcement officer upon his/her retirement to purchase his/her issued duty weapon(s) at a price determined by the administrator of the agency. *BA.Discussion/approval/disapproval of Intergovernmental Agreement (IGA) between Pinal County on behalf of the Sheriff's Office (PCSO) and the Town of Florence on behalf of the Florence Police Department (FPD) for participation in canine training. The purpose of the IGA is to permit certified peace officers from PCSO and FPD to participate in or receive Police Service Canine (PSC) training sponsored or conducted by PCSO. (Ross Teeple)
*BB.Discussion/approval/disapproval of Resolution No. 031925-GRIC-PCSO, a Resolution authorizing the submission of a grant application to the Gila River Indian Community, Revenue Sharing Program for $259,801.15. This funding will be used by the Pinal County Sheriff’s Office Traffic Unit to purchase public safety equipment, which includes, two new Chevy Tahoes with towing capabilities, two drones, crash data kits and cables, safety traffic cones, radar and LIDAR equipment including training to be certified to train others. *BC.Discussion/approval/disapproval to submit a grant application to the Arizona Department of Homeland Security, State Homeland Security Grant Program for $416,232. This grant will be used by the Sheriff’s Office to purchase an armored vehicle. (Ross Teeple)
*BD.Discussion/approval/disapproval to submit a grant application to the Arizona Criminal Justice Commission FY2026 Residential Substance Abuse Treatment Program for an amount not to exceed $550,000, 25% match is required. This grant will be used by the Pinal County Sheriff's Office Re-Entry Program to provide individual or group medically assisted substance abuse treatment activities for inmates in jails, local correctional facilities, and reentry services. Call to the Public— A "call to the public" is the time period for members of the public to address the Board of Supervisors to provide public input relating to subject matter within the Board of Supervisors authority or jurisdiction. Those wishing to address the Board of Supervisors need not request permission in advance. Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling it for further consideration and decision at a later date.

(14)Public Hearing and discussion/approval/disapproval of Resolution No. 031925-AQ, a Resolution pursuant to Title 49 of the Arizona Revised Statutes, adopting proposed changes to local air quality rules. The changes include revisions to surface coating and gasoline dispensing rules and a negative declaration for other sources, applicable to the 2015 ozone nonattainment area. If approved, the proposed changes will be submitted to the Environmental Protection Agency through the Arizona Department of Environmental Quality as elements of the Arizona State Implementation Plan. Required notices have been published, posted and e-mailed, and the full text of the proposed changes was published online on January 22, 2025.
