Discussion/approval/disapproval of the FFY25-27 Cooperation and Coordination Agreement between the Town of Mammoth and Pinal County, through the Pinal County Board of Supervisors. Every three years, Pinal County is required by the U.S. Department of Housing and Urban Development to requalify as an Urban County. Pinal County must invite all units of local government within the county to join the county's Community Development Block Grant program. If amenable, an agreement is required to be executed. Discussion/approval/disapproval for Youturn, LLC Master Services Agreement between Pinal County and Youturn, LLC. Through a combination of education, peer coaching, and family support, Youturn Health works to improve outcomes for offenders around substance misuse, addiction, and suicidal ideation. Select Youturn Health education modules will be available to all inmates in electronic form over county's delivery network. County will identify select high risk offenders for Assertive Community Engagement (ACE) Peer Coaching. Offenders participating in ACE Peer Coaching, and their families, will have access to Youturn peer coaches as well as Youturn Health's proprietary learning platform. (Mark Lamb)

Discussion/approval/disapproval for Sergeant Roderick Harrison S57/1323 who will be retiring from the Pinal County Sheriff's Office (PCSO), effective August 3, 2024. Sergeant Harrison S57/1323 has requested that, in compliance with established precedence and protocol, he be permitted to purchase his PCSO issued duty weapon(s), identified as Glock 47 at $25 and Sionics AR15 at $330. Fair market value for Glock is approximately $420 and Fair market value for the Sionics AR15 is $330. Purchase of issued weapon(s) upon retirement is also in compliance with A.R.S. 38-1115A which allows a law enforcement officer upon his/her retirement to purchase his/her issued weapon(s) at a price determined by the administrator of the agency. Discussion/approval/disapproval to accept the award modification for the Juvenile Probation Services Fund grant between the Arizona Supreme Court Administrative Office of the Courts and Pinal County through the Pinal County Board of Supervisors beginning July 1, 2023, ending June 30, 2024, for $758,305. The modification increases the award amount by $37,365. The Juvenile Court Services Department will use these funds for personnel expenses and supplies to support the program. Acceptance requires an amendment to the FY 23/24 budget to transfer appropriation from Fund 213 (Grants/Project Contingency) to Fund 137 (Juvenile Prob/Treatment) to increase revenues and expenditures. The Adult Probation Office will use the award to pay the personnel and EREs of employees assigned to the Intensive Probation Program.
