Discussion/approval/disapproval of Resolution No. 060524-TON-HHW, a Resolution authorizing the submission of a grant application for the Tohono O’odham Nation Shared Revenue Program and for Pinal County to serve as the fiscal agent. The applicant, Horizon Health and Wellness is requesting $108,000 for a community activities room. *V.Discussion/approval/disapproval of Amendment No. 1 to an Intergovernmental Agreement (IGA) with Navajo County for Labor Market Information Subscription Services. The Workforce Innovation and Opportunity Act (WIOA) requires local workforce development boards to assess data on the local labor market and make strategic planning decisions based on that data. This IGA represents a partnership with Navajo County, which mitigates the overall costs of obtaining the data through Lightcast. The total cost of the service is $26,000 annually, and Pinal County will share equally, making our portion $13,000. This IGA has been developed to detail the subscription services and cost allocation. On April 18, 2024, the Pinal County Workforce Development Board approved a one-year extension of the IGA and subscription. (Joel Millman/James Smith)
*W.Discussion/approval/disapproval of the Shared Governance Agreement between the Pinal County Workforce Development Board and the Pinal County Board of Supervisors. The Shared Governance Agreement describes how each of the parties will carry out their shared governance functions and meet other local workforce development board requirements such as membership criteria, local policy, and communicating with elected officials and the public. Discussion/approval/disapproval of Award Agreement 21-AZDOHS-OPSG-210437-02 Amendment #4 under the Operation Stonegarden Equipment Grant Program between the Arizona Department of Homeland Security and Pinal County, through the Pinal County Board of Supervisors, beginning March 1, 2022, ending March 31, 2024. Amendment #4 extends the term of the agreement to July 31, 2025. The Sheriff's Office will use the funding for aircraft maintenance and aviation fuel. Acceptance does not require a fiscal year budget amendment as the budget was included in the adopted budget for FY 23/24, and the remaining amount will be budgeted for FY 24/25. (Mark Lamb)

*AY.Discussion/approval/disapproval of Award No. RSAT-25-007 under the Residential Substance Abuse Treatment (RSAT) Grant Program between the Arizona Criminal Justice Commission (ACJC) and Pinal County, through the Pinal County Board of Supervisors, beginning July 1, 2024, ending June 30, 2025, for $501,765.75 with a match of $167,255.25. The match will come from Fund 302 (SHF-Coord Re-Entry Planning). The Sheriff's Office will use this award for Salary/EREs, professional consultants, and contractual services for the Re-Entry Program. The award is a combination of federal and local funds. The revenue and expenses related to the award will be included in the budget for FY 24/25. There is no impact on the General Fund. (Mark Lamb)
*AZ.Discussion/approval/disapproval to accept the award for the Family Counseling Program grant between the Administrative Office of the Courts and Pinal County, through the Pinal County Board of Supervisors beginning July 1, 2024, ending June 30, 2025, for $32,075 with a 25% match of $8,047 that will come from Fund 10 (Juvenile Probation). This grant will be used by the Juvenile Court Services Department to contract for mental health treatment services for the persons ordered to participate in the Family Counseling Program. (16)Discussion/approval/disapproval of the Pinal County tentative budget for Fiscal Year 2024-2025, beginning July 1, 2024, ending June 30, 2025, in the amount of $1,115,788,702 in accordance with A.R.S. 42-17103. This budget proposes a primary property tax rate of $3.4500. Approval of this budget sets aside funding as included in the budget development process. Newly requested positions and any salary changes will be appropriated to departments upon approval of position creation or approval of the Board of Supervisors as outlined in the adopted budget procedures. The FY 2024-2025 Pinal County Employee Compensation Plan will be considered in a separate agenda item. The Truth and Taxation Public Hearing and final budget adoption are scheduled for July 3, 2024.
