*N.Discussion/approval/disapproval of Intergovernmental Grant Agreement No. IGA-ARPA-PINAL-010124-01 under the American Rescue Plan Act between the State of Arizona Office of the Governor and Pinal County, through the Pinal County Board of Supervisors, beginning June 1, 2023, ending September 30, 2026, for $15,000,000. This grant will be used by the Office of Budget and Finance for water system improvements in the Casa Grande area. A subrecipient agreement will be executed with the City of Casa Grande to implement the project. The funds for the award will be received and spent in FY 24/25. Therefore, acceptance of the award does not require a budget amendment for FY 23/24. The revenue and expenses related to the award will be included in the budget for FY 24/25.   • Christina Riedel of Sunlife Health (Business Sector) for a term of service from May 1, 2024 to April 30, 2026. This represents a reappointment to the Board.

This grant will be used by the Pinal County Attorney's Office to continue to pay for the Victim Compensation Coordinator position and allocate funds to provide financial relief to victims of crime. *AK.Discussion/approval/disapproval to submit a grant application to the Arizona Auto Theft Authority FY25 Vertical Prosecution Grant for $340,218. *AL.Discussion/approval/disapproval to request a no-cost extension for award #AG23-0016-017 between the Arizona Attorney General’s Office and Pinal County, through the Pinal County Board of Supervisors. The Pinal County Attorney’s Office would like to request additional time for the Family Advocacy Center to purchase the remaining required items for this grant and request the new termination date be July 30, 2024. The Pinal County Sheriff's Office agrees to assist and aid the Gila River Police Department when requested and authorized. Such assistance will be provided unless requests for assistance conflict with the present duties, resources, or general orders. (Mark Lamb)
*AO.Discussion/approval/disapproval to sign an agreement regarding Local Border Support between the Department of Public Safety and Pinal County, beginning July 1, 2023, ending June 30, 2025, for $990,000. The Pinal County Board of Supervisors accepted the award and budget appropriation on November 1, 2023. The agreement modifies the original award notification to decrease the award amount and extend the agreement period. These funds will be used by the Pinal County Sheriff's Office to support the Anti-Smuggling Unit (ASU), the Pinal County Narcotics Task Force (PCNTF), and our Gang and Habitual Offender Strike Team (GHOST) Unit. Discussion/approval/disapproval to submit a grant application to the Arizona Department of Homeland Security Operation Stonegarden for $911,750. This grant will be used by the Sheriff’s Office to pay annual LPR subscription & camera fees, aircraft parts and maintenance, aviation fuel and a motor overhaul for the Huey Helicopter. (Mark Lamb)

*AQ.Discussion/approval/disapproval to submit a grant application to the Arizona Department of Homeland Security Operation Stonegarden for $1,342,737. This grant will be used by the Sheriff’s Office to fund personnel overtime and employee related expenses, vehicle mileage and per diem/travel. (Mark Lamb)
*AR.Discussion/approval/disapproval to submit a grant application to the Bert W. Martin, Bert Martin Grant Foundation for $70,000. This grant will be used by the Sheriff’s Office for Shop with the Sheriff (Holiday Drive for 40 local families), purchase a six person golf cart, and help fund our Morale, Welfare and Recreation (MWR) Fund. (16)Public Hearing and discussion/approval/disapproval of the FFY24-28 U.S. Department of Housing and Urban Development (HUD) Consolidated Plan, the Analysis of Impediments to Fair Housing, the FFY2024 Annual Action Plan and authorize the Chairman to sign the application documents once final allocations are provided by HUD. Match is estimated at $300,000. This grant will be used by the Office of Budget and Finance to complete a variety of projects including: housing rehabilitation, public facility improvements, affordable housing, administrative expenses including salaries for department staff, and projects within partnering communities Eloy and Maricopa.
