*B.Discussion/approval/disapproval of the reappointment of Richard Carino, Eloy, Arizona, 85131 to the Agriculture Extension Board. Richard Carino's Term of Service will be from November 2, 2023, through November 1, 2025. This reappointment has been recommended for approval by the University of Arizona County Extension Agent. (Natasha Kennedy)
*C.Discussion/approval/disapproval of the Fireworks Display Permit application of Fireworks Productions of Arizona on behalf of Poston Butte High School for supervised fireworks display to be held on October 27, 2023, at 32375 N. *D.Discussion/approval/disapproval of the recommendation to the Arizona Department of Liquor License and Control of application, series 006 Bar, of Jeffrey Craig Miller for Arizona City Country Club and Golf Course, located at 13939 Cleator, Arizona City, Arizona 85223 and authorize the Clerk of the Board to execute and submit all necessary documents to the State. *E.Discussion/approval/disapproval of additional FY 23/24 Nonprofit Contributions. (Leo Lew)
*F.Discussion/approval/disapproval of a Subrecipient Agreement between the City of Maricopa and Pinal County, through the Pinal County Board of Supervisors beginning October 18, 2023, ending December 31, 2024, for $249,812. The City of Maricopa has executed a joint agreement with Pinal County for the federal fiscal years of 2022-2024. As such, Pinal County will provide Community Development Block Grant funds to execute eligible activities in accordance with the Pinal County FFY2019-2023 Consolidated Plan. The City of Maricopa will complete street improvements to Heritage Lane as approved by the Board of Supervisors in the FFY23 Annual Action Plan. (Heather Patel/Angeline Woods)
*G.Discussion/approval/disapproval of Resolution No. 101823-SANCARLOS-OWN, a Resolution authorizing the submission of a grant application for the San Carlos Apache Tribe Shared Revenue Program and for Pinal County to serve as the fiscal agent. The applicant, Oracle Women's Network is requesting $23,000 for a music festival, visitors center, and marketing. Discussion/approval/disapproval of Amendment No. 4 to Intergovernmental Agreement No. DI21-002287, which provides additional funding in Program Year 2022 for Rapid Response efforts. Under the Workforce Innovation and Opportunity Act (WIOA) the Arizona Department of Economic Security and Pinal County, through the Pinal County Board of Supervisors, have an agreement which began July 1, 2023, or the date of last signature, and ends June 30, 2024, unless otherwise amended. This amendment will provide $83,788 in additional Program Year 2022 funding for Rapid Response efforts as authorized under the WIOA for the ARIZONA@WORK Pinal County workforce system. There is no match requirement associated with this amendment and the related receipt of these funds. (Joel Millman/James Smith)

Discussion/approval/disapproval of Revision 1 to the ARIZONA@WORK - Pinal County Memorandum of Understanding (MOU) and Infrastructure Funding Agreement (IFA) between Pinal County Workforce Development Board and Workforce Innovation Opportunity Act Partners. The IFA serves as the financial plan of the MOU, and outlines the service delivery goals in Pinal County. The ARIZONA@WORK Pinal County partners, chief elected officials (Pinal County Board of Supervisors), and the Pinal County Workforce Development Board (PCWDB) have all previously agreed to the financial plan and delivery of services as part of the 2023-2025 ARIZONA@WORK Pinal County MOU and IFA, which took effect on July 1, 2023. These revisions were each vetted and approved by the directly impacted partners and approved by the PCWDB during the August 16, 2023 meeting. (Joel Millman/James Smith)

The funds will be used by the Development Services Department Public Works Division and administered by the Arizona Department of Transportation for the Sunland Gin Road project. *V.Discussion/approval/disapproval of the retroactive submission of an application and  Resolution No. 101823-GA23-012 approving Intergovernmental Agreement No. IGA 23-0009308-I for Federal Highway Safety Improvements funds between the Arizona Department of Transportation and Pinal County, through the Pinal County Board of Supervisors, for $3,203,253.  The funds will be used by the Development Services Department Public Works Division and administered by the Arizona Department of Transportation for the Battaglia Drive project.
