*H.Discussion/approval/disapproval of Grant-In-Aid Agreement under the Proposition 202 Tribal Gaming grant between the Tohono O'odham Nation and Pinal County, beginning January 1, 2023, ending December 31, 2023, for $403,100. Pinal County will serve as the pass through fiscal agent. This grant will be used by FOR Maricopa for a backpack program $23,000, Hope International Food Bank for emergency food relief $37,600, Horizon Health and Wellness to rehabilitation housing $270,500, Seeds of Hope for hot lunches for seniors $52,000, and The Opportunity Tree for a youth transition program $20,000. *I.Discussion/approval/disapproval of a subrecipient agreement for American Rescue Plan Act, State and Local Fiscal Recovery funds, between Superstition Fire and Medical District and Pinal County, through the Pinal County Board of Supervisors, beginning March 1, 2021, ending December 31, 2024, for $990,906. Superstition Fire and Medical District will use the funds to purchase an ambulance and pay for ambulance staffing. (Heather Patel/Angeline Woods) 
*J.Discussion/approval/disapproval of the Transfer of Workforce Innovation and Opportunity Act (WIOA –Public Law 113-128) grant funds from the Dislocated Worker Program to the Adult Program. WIOA regulations allow for the transfer of funds between the programs to allow for flexibility to provide services in areas of greatest need.  At the request of the contracted service provider (Equus Workforce Solutions) the Pinal County Workforce Development Board approved a request for the transfer of Program Year 2021 funds in the amount of $314,682 from the Dislocated Worker Program allocation to the Adult Program. These funds expire on June 30, 2023. Transfer of such funds will allow ARIZONA@WORK Pinal County to continue to invest in Pinal County citizens who are eligible for Adult services. The transfer will not impact the ability to continue to operate the Dislocated Worker Program as adequate funding remains for this purpose. (Joel Millman/James Smith)

Outside Storage and Parking/Vehicle – Inoperable/unlicensed vehicles stored on the property that are within view of the right of way and neighboring properties.  Storage and Accessory Uses – at least 5 storage containers and/or semi-truck trailers have been placed on the property.  The Property is located at 1379 W. Discussion/approval/disapproval to authorize Pinal County Attorney to take all necessary action to enforce the Civil Hearing Office finding of violations against Charolotte Ann Sillers-Hickman, up to and including filing a complaint in Superior Court, utilizing appropriate resources to remedy the violations, and file liens for the cost of recovery. The property owner was found in violation of the Pinal County Development Services Code for: Outside Storage & Parking/RV Storage for having at least 2 RVs on the property that are being used as living and/or sleeping quarters.  The Property is located at 2850 W. *Z.Discussion/approval/disapproval to authorize the Pinal County Attorney's Office to take all lawful and necessary action to enforce the orders of the Pinal County Building Official that an unpermitted structure on the subject property be vacated, and not occupied until the process for permitting has been followed and the issuance of a Certificate of Occupancy is obtained, and to enforce all violations of the International and Property Maintenance Code, as adopted by Pinal County, and Titles 2 (zoning) and 6 (building code) of the Pinal County Development Services Code ("PCDSC"), up to and including filing a complaint and other pleadings in Superior Court, utilizing appropriate resources to remedy the violations, and file liens for the cost of recovery. *AA.Discussion/approval/disapproval of Award Agreement No. ASPT-552307 between the Arizona State Parks Board and the Pinal County Sheriff’s Office, through the Pinal County Board of Supervisors, beginning November 03, 2022, ending November 02, 2024, for $100,000. The grant will be used to purchase two fully equipped side by sides. The vehicles will be specifically tasked with and a critical part of the onsite Law Enforcement Saturation Patrol, education, and visibility on Pinal County OHV areas and public land. The acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff's Grants) to increase revenue and expenditure appropriations. The appropriation also includes a participant match of $5,263.16 from the Sheriff's Office General Fund budget for a total project cost of $105,263.16. (Mark Lamb)

(11)Discussion/approval/disapproval of the Pinal County Sheriff’s Office (PCSO) request to modify the Wage and Salary Administration for Detention Officers, “PCSO Detention Step Plan”, allowing for lateral hires to be placed on a pay step in the Plan with credit given on a year for year basis for each full year verified, creditable experience as a detention or correctional officer. Currently the Plan allows for one-half year credit for each full year credited service with another agency. The change allowing for full year for year credited service is consistent with the PCSO Step Plan for Deputy Sheriffs and requested in order to enhance recruitment efforts for this difficult to fill position. (12)Discussion/approval/disapproval of membership in the Canada Arizona Business Council (CABC), relevant performance goals expected from membership, and, if approved, action to appropriate funding to pay the related dues. This item is to take action on the presentation and discussion of CABC membership at the October 19, 2022, Special Session. The Approval of membership will require an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 10 (Contingency) to Fund 10 (Economic Development Department) to increase expenditure appropriations for the membership cost.
