*I.Discussion/approval/disapproval of Amendment #5 of the Intergovernmental Agreement (IGA), Contract No. YH16-0018-09 between the Arizona Health Care Cost Containment System (AHCCCS) and Pinal County. This amendment changes the rates referenced in the IGA and the quarterly estimated State match advance payment. The IGA established procedures to permit AHCCCS to pay for medical services that qualify for Federal Financial Participation provided to the inmates of the Pinal County Jail Detention facilities. *J.Discussion/approval/disapproval of Intergovernmental Agreement DI21-002310, Amendment 2 between Arizona Department of Economic Security (AZDES) and Pinal County, through the Pinal County Board of Supervisors extending the agreement period from December 31, 2022, to June 30, 2023. AZDES has provided program services for the Emergency Rental Assistance program funded through the American Rescue Plan Act. This additional time will allow AZDES to expend all remaining administrative funds and submit closeout documents to Pinal County. (Heather Patel/Angeline Woods)
*K.Discussion/approval/disapproval of a subrecipient agreement between A New Leaf and Pinal County, through the Pinal County Board of Supervisors beginning November 2, 2022, ending August 31, 2024, for $393,407. In response to a Letter of Interest, A New Leaf seeks to provide tenant based rental assistance and supportive services which may include rental payments, deposits, and case management services for qualified populations in accordance with the Board approved HOME-ARP Allocation Plan. Pinal County will use a portion of their FFY21 HOME-ARP allocation for this project as approved by the Board of Supervisors in the HOME-ARP Allocation Plan. (Heather Patel/Angeline Woods)
*L.Discussion/approval/disapproval of Intergovernmental Agreement 22-12 under the Proposition 202 Tribal Gaming grant between the Ak-Chin Indian Community, Central Arizona Regional Economic Development Foundation, and Pinal County, through the Pinal County Board of Supervisors, beginning January 1, 2023, ending December 31, 2023, for $15,000. Pinal County will serve as the pass through fiscal agent. This grant will be used by Central Arizona Regional Economic Development Foundation AARP Experience Corps for a reading program. (Heather Patel/Angeline Woods)
*M.Discussion/approval/disapproval of Intergovernmental Agreement 22-13 under the Proposition 202 Tribal Gaming grant between the Ak-Chin Indian Community, FOR Maricopa, and Pinal County, through the Pinal County Board of Supervisors, beginning January 1, 2023, ending December 31, 2023, for $100,000. Discussion/approval/disapproval of Intergovernmental Agreement 22-14 under the Proposition 202 Tribal Gaming grant between the Ak-Chin Indian Community, Horizon Health and Wellness, and Pinal County, through the Pinal County Board of Supervisors, beginning January 1, 2023, ending December 31, 2023, for $198,000. Pinal County will serve as the pass through fiscal agent. This grant will be used by Horizon Health and Wellness for the renovation of housing for persons experiencing homelessness with mental health or substance abuse issues. Discussion/approval/disapproval of Intergovernmental Agreement 22-15 under the Proposition 202 Tribal Gaming grant between the Ak-Chin Indian Community, Raising Special Kids, and Pinal County, through the Pinal County Board of Supervisors, beginning January 1, 2023, ending December 31, 2023, for $50,000. Pinal County will serve as the pass through fiscal agent. This grant will be used by Raising Special Kids for navigation and coaching support for families. (Heather Patel/Angeline Woods)

*P.Discussion/approval/disapproval of Intergovernmental Agreement 22-15 under the Proposition 202 Tribal Gaming grant between the Ak-Chin Indian Community, Pets In Need Action League, and Pinal County, through the Pinal County Board of Supervisors, beginning January 1, 2023, ending December 31, 2023, for $10,000. *Q.Discussion/approval/disapproval of the general fund match for Award Agreement E-21-UC-04-0503 under the Emergency Solutions Grant (ESG) program between the U.S. Department of Housing and Urban Development and the Office of Budget and Finance through the Pinal County Board of Supervisors. Pinal County is required to provide a match of 1:1 to the grant. Pinal County is seeking a cash match of $20,000 for a landlord incentive program. The balance of the match is collected through indirect costs and other programs that support the county's efforts to serve persons experiencing homelessness. The acceptance of the match request requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 10 (Contractual Services - Contingency) to Fund 223 (Community Development Block Grant) to increase revenue and expenditure appropriations. *R.Discussion/approval/disapproval to submit a grant application and electronically accept the award under the Local Assistance and Tribal Consistency (LATCF) program between the U.S. Treasury, and Pinal County, through the Pinal County Board of Supervisors, beginning November 2, 2022, ending December 31, 2027, for $1,466,984. The grant may be used for infrastructure or public facilities and may be at the county's discretion. The Acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 225 (Special Grant Fund) to increase revenue and expenditure appropriations. *T.Discussion/approval/disapproval of a retroactive submission and Award Agreement E3M1J01C under the Airport Development Reimbursable Grant program between the Arizona Department of Transportation and Pinal County Public Works, through the Pinal County Board of Supervisors beginning October 14, 2022, ending October 14, 2026, for $298,804. This grant will be used by the Pinal Airpark to fulfill the match requirement under Award Agreement 3-04-0055-006-2022 with the Federal Aviation Authority to reconstruct Runway 12-30 shoulders and wind cone relocation. Discussion/approval/disapproval to submit a grant application to the Arizona Governor’s Office of Youth, Faith and Family, STOP Violence Against Women Grant for $124,994. If awarded, there will be a 25% match contribution of $41,665. This grant will be used by the Pinal County Attorney’s Office to provide services to victims of crime. The STOP Violence against Women grant will continue to focus on the implementation of a multidisciplinary, trauma-informed approach to working with female victims of violent crimes. This fund will pay for two Victim Advocates to serve as points of contact for female victims of sexual and domestic violence whose cases have been investigated, but not yet charged. (Kent Volkmer)

*V.Discussion/approval/disapproval of the FY22/23 High Intensity Drug Trafficking Area (HIDTA) program Award No. HT-22-2945A, between the City of Tucson and the Pinal County Sheriff's Office, through the Pinal County Board of Supervisors for $18,000. This award will be used for Overtime for the Officer assigned to the HIDTA Wanted Task Force. Acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 23 (Sheriff/Drug Smuggling) to increase revenues and expenditures in the amount of $18,000. *W.Discussion/approval/disapproval of the FY22/23 High Intensity Drug Trafficking Area (HIDTA) program Award No. G22SA0007A, between the City of Tucson and the Pinal County Sheriff's Office, through the Pinal County Board of Supervisors for $143,478. This award will be used for Wages/ERE, Overtime, and Training for the Narcotics Task Force. Acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 23 (Sheriff/Drug Smuggling) to increase revenues and expenditures in the amount of $143,478. *X.Discussion/approval/disapproval of Award Agreement 21-AZDOHS-OPSG-210437-02 Amendment #2 between the Arizona Department of Homeland Security, and the Pinal County Sheriff's Office, through the Pinal County Board of Supervisors. The amendment increases the award amount by $315,625. The additional funds will be used for equipment, aviation fuel, and aircraft maintenance and travel to support the DOHS operational objectives and directives associated with border security. The Acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff's Grants) to increase revenue and expenditure appropriations. *Y.Discussion/approval/disapproval of Award Agreement No. 2022-207-017 between the Governor's Office of Highway Safety, and the Pinal County Sheriff's Office, through the Pinal County Board of Supervisors beginning October 1, 2022, ending March 31, 2023, in the amount of $65,415.66. The grant will purchase two (2) BMW Police Package motorcycles and motorcycle radar units. The equipment will be used for DUI Enforcement, Criminal and Civil Traffic Law Enforcement, Special Events, and DUI Officer training and public education. The Acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 116 (Sheriff Traffic Safety) to increase revenue and expenditure appropriations. Discussion/approval/disapproval for Award Amendment No. 2023-08 between the Governor's Office of Highway Safety, and the Pinal County Sheriff's Office, through the Pinal County Board of Supervisors. The amendment increases the award amount by $30,000. The additional funds will be used to support personnel services (overtime) and employee-related expenses to enhance DUI/Impaired Driving Enforcement. The Acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 116 (Sheriff Traffic Safety) to increase revenue and expenditure appropriations. *AA.Discussion/approval/disapproval of Award Amendment No. 2023-PTS-048 between the Governor's Office of Highway Safety, and the Pinal County Sheriff's Office, through the Pinal County Board of Supervisors. The amendment increases the award amount by $18,493, for a total award amount of $108,492.96. The additional funds will be used for FARO Training and to purchase Lidars to help reduce the incidences of traffic fatalities and injuries resulting from speeding, aggressive driving, and other forms of risky driving behavior through enforcement. The Acceptance requires an amendment to the FY 22/23 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 116 (Sheriff Traffic Safety) to increase revenue and expenditure appropriations. (12)Public Hearing and discussion/approval/disapproval of Resolution No. 2022-PZ-PA-008-22, a Resolution approving case PZ-PA-008-22, a Major Comprehensive Plan Amendment proposal requested by Pinal County, requesting approval of a Major Comprehensive Plan Amendment to the 2019 Pinal County Comprehensive Plan to allow for the creation of a Military Compatibility Chapter for the Pinal County Compatibility Use Implementation and to apply accompanying updates to the Plan’s minor comprehensive plan amendment regulations. The proposed amendment, Military Compatibility – Chapter 10, will address military and community compatibility planning and long-term sustainability of military operations at all Pinal County AZARNG training facilities and operational areas. The Planning Commission recommended approval (7-1) of case PZ-PA-008-22. The proposed amendment will modify the referenced chapter and provide to the Comprehensive Plan a guiding framework of Goals, Objectives, and Policies, for many Green Energy applications at different installation scales, including wind energy, to ensure quality, safety, and maximum benefits for small and large property owners, desert vistas, and the desert environment, while the amendment will diversify energy opportunities for Pinal County residents. The Planning Commission recommended denial (0-8) of case PZ-PA-011-22.
