*N.Discussion/approval/disapproval of Award Agreement No. ADEQ18-198221, Amendment No. 5 between the Arizona Department of Environmental Quality, Travel Reduction Program and the Department of Air Quality, through the Pinal County Board of Supervisors beginning July 1, 2022, ending June 30, 2023, for $95,414. This general services contract will be used to pay for salaries and employee related expenses to implement the Pinal County Travel Reduction program. (Michael Sundblom/Himanshu Patel)
*O.

Discussion/approval/disapproval of rescinding an Intergovernmental Agreement (IGA) between Pima Animal Center and Pinal County Animal Care and Control approved by the Pinal County Board of Supervisors on May 26, 2021. Both Pima Animal Services and Pinal County Animal Care and Control agree to rescind this agreement. This IGA was for emergency services in the case of a disaster with each shelter holding animals for the other shelter. This agreement will not move forward due to Pima County's Board of Supervisors sentiment that money should be paid by Pinal County to Pima County in the event they house animals in a disaster for our facility. Both agencies do not wish to have this in the contract so we both wish this IGA be rescinded. It was not signed nor on any agenda before the Pima Board, it was agreed to terminate the contract before it became an agenda item in their County. (Audra Michael/MaryEllen Sheppard)

Discussion/approval/disapproval of Resolution No. 060822-AKCHIN-MVCC, a Resolution authorizing the submission of a grant application for the Ak Chin Indian Community Shared Revenue Program and for Pinal County to serve as the fiscal agent. The applicant is Maricopa Veterans Care Center requesting $1,200,000 to purchase land and build a veteran training and supply center in Maricopa. *AO.Discussion/approval/disapproval to authorize the Chairman of the Pinal County Board of Supervisors to sign the Traffic Signal Contribution Agreement between Landsea Homes of Arizona LLC and Pinal County regarding the future traffic signal at Quail Run Lane and Bella Vista Road in association with the proposed San Tan Gateway Unit 1A development. This grant will be used by the Public Works Department to reimburse the county for debris removal and repair on Sasco Rd. as a result of the July 2021 storm, and to authorize the Emergency Manager, or designee, to execute related administrative documentation on behalf of Pinal County. *BI.Discussion/approval/disapproval of Award Agreement 2019-ZB-BX-0006 Amendment #1 for a no-cost extension between the US Department of Justice, Digital Transformation of Community Supervision and the Pinal County Attorney’s Office (PCAO), through the Pinal County Board of Supervisors. PCAO is requesting the agreement end date be changed from September 30, 2022, to September 30, 2023. No match is required. No budget amendment will be required. (Kent Volkmer)
*BJ.Discussion/approval/disapproval of an application by the Pinal County Attorney for use of up to $25,000 of anti-racketeering funds for the purchase of data analysis software and for a vendor to assist the Casa Grande Police Department with the application of high-temp paint and VIN etching of vehicle catalytic converters as part of their trafficking prevention program. This request is made in accordance with and under the authority of A.R.S. 13-2314.03 whereby before the County Attorney's office may use any monies from the fund that the County Attorney submit an application that includes a description of what the requested monies will be used for to the Board of Supervisors for approval. *BK.Discussion/approval/disapproval of the Arizona Voter Information Database (AVID) Cost Sharing Agreement for the annual software maintenance for the database operation. (Virginia Ross)
*BL.Discussion/approval/disapproval of the Intergovernmental Agreement between Pinal County and the Town of Florence for the purpose of providing Law Enforcement Radio Communications Dispatcher Services through the Pinal County Sheriff's Office to the Florence Police Department. (Mark Lamb)
*BM.Discussion/approval/disapproval of Award Agreement ADOA-AZ911-23-05 between the Arizona Department of Administration's 9-1-1 Grant Program and the Pinal County Sheriff's Office, through the Pinal County Board of Supervisors for $1,325,728. The grant will be used to assist Public Safety Answering Points (PSAPs) in performing activities related to implementing and operating their respective emergency telecommunication system. The budget appropriation will be included in the FY 22/23 budget. There is no impact on the General Fund. (Mark Lamb)
*BN.Discussion/approval/disapproval of abatement of 2018 taxes pursuant to A.R.S. 42-18351(1) and A.R.S.42-18352(D), for parcel T998239305. This parcel was double assessed with personal property T998238307. Assessor's is correcting 2019 forward as applicable per Notice of Proposed Correction - Personal Property. *BO.Discussion/approval/disapproval of Renewal One of the Intergovernmental Agreement between Pinal County and Yavapai County for sharing of the Treasurer's Remittance and Online Collection System (TROCS). *BP.Discussion/approval/disapproval to submit the FY 2023 Fill-the-Gap Fund (FTG) application. This is an on-going program consisting of a combination of State ($102,942) and local ($306,898) Fill-the-Gap funds. Funds are used to cover the wages and ERE of two Superior Court Judges, one Judicial Assistant, one Bailiff, and the cost of five ACAP desktop PCs. As required for FTG funds, the judicial officers and staff are assigned to criminal case processing, including but not limited to Early Disposition Court (EDC) and Probation Restoration Court (PRC). Discussion/approval/disapproval of the FY2022-2023 Pinal County Employee Compensation Plan:  Across-the-Board Salary Adjustments with Discretionary Market, Performance, and Critical Recruitment and Retention Pay Adjustments. This Plan establishes guidelines for a six (6) percent across-the-board salary adjustment for all eligible employees. In addition, this Plan provides options for market driven pay grade changes and placement in range adjustments, high performer awards, and discretionary salary advancements in order to effectively respond to critical recruitment and retention challenges. These strategies and the flexibility provided through implementation of this Plan will help to acknowledge and retain the County’s valued workforce and maintain a competitive position in today’s extraordinarily tight labor market. Discussion/approval/disapproval of the Pinal County tentative budget for Fiscal Year 2022-2023, beginning July 1, 2022, ending June 30, 2023, in the amount of $1,017,055,235 in accordance with A.R.S. 42-17103. This budget proposes reducing the primary property tax rate from $3.6900 to $3.5600. Approval of this budget sets aside funding as included in the budget development process.  Newly requested positions require separate approval by the county manager as outlined in the adopted budget procedures.  The FY 2022 - 2023 Pinal County Employee Compensation Plan will be considered in a separate agenda item.  The Public Hearing and final budget adoption are scheduled for July 6, 2022.
