The Pinal County Workforce Development Board convened at 2:02pm on January 20, 2022. The meeting was called to order by Chair Liz Harris-Tuck. 

 

Members Present: Jack Beveridge, Harold Christ, Liz Harris-Tuck, Logen Kelly, Bryan Seppala, Christina Walker, Erica Ballesteros, Stacey Rich, Susan Aguilar, Rich Garcia, Mark Kolb, and Tim Tucker. 

 

Members Absent: Jackob Andersen, Mike Brewer, Jim Garrett, Lynn Parsons, and Richard Wilkie. 

 

Staff Present: Joel Millman, Moriah Robles, Lisa Fellows, and Mariah Cavazos.

(2)Draft Meeting Minutes - December 16, 2021:

Approval /Disapproval of the PCWDB Draft Meeting Minutes.

Discussion/approval/disapproval of Minutes from December 16, 2021, Regular Session of the Workforce Development Board. Jack Beveridge motioned to approve the minutes. Tim Tucker seconded. Minutes were approved unanimously.

Approval/Disapproval of the following policies:

  2. Draft Monitoring Policy

Discussion/approval/disapproval of the Draft Monitoring Policy. Christina Walker motioned to approve the draft monitoring policy. Susan Aguilar seconded. The Draft Monitoring Policy was approved unanimously.

Discussion/approval/disapproval of the Draft Complaint, Grievances and Appeals Policy. Stacey Rich motioned to approve the Draft Complaints, Grievances and Appeals Policy. Rich Garcia seconded. The Draft Complaints, Grievances and Appeals Policy was approved unanimously.

(5)PCWDB Budget Update (Lisa Fellows)

Discussion/approval/disapproval of the TRANSFRVR and Career Exploration Modules. Logen Kelly motioned to approve TRANSFRVR and Career Exploration Modules, Stacey Rich seconded. The TRANSFRVR and Career Exploration Modules was approved unanimously.

Local First Presentation:

The Pinal County Workforce Development Board is considering a partnership with Local First. The partnership will focus on the incorporation of the Talent Pipeline Management into the Business Services and workforce board activities.

Discussion/approval/disapproval of the partnership with Local First Arizona to adopt the Talent Pipeline Management model to establish industry sector strategies. Liz Harris-Tuck motioned and Logen Kelly seconded. The Local First Arizona partnership was approved unanimously.

PCWDB Service Provider Reports:

One Stop Operator (Chicanos Por Las Causa), Youth Program (Central Arizona College), and the Adult and Dislocated Worker Program (EQUUS Workforce Solutions).

Adult and Dislocated Worker Report (Aaron Moon).

Discussion/approval/disapproval to amend the current contract starting Program Year 2022 to expand services throughout Pinal County. Stacey Rich motions to support change to the contract with EQUUS. Bryan Seppala seconded. The changes to the EQUUS as presented was approved unanimously.

Consideration and discussion of comments from the public. Those wishing to address the Pinal County Workforce Development Board need not request permission in advance. Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for further consideration and decision at a later date.

Joel Millman recognized the passing of Dr. Jani Attebery, Academic Dean at Central Arizona College (CAC) and PCWDB member representing higher education.  CAC has identified a candidate to fill this vacancy with the application to be presented to the board.
