These assessments will identify environmental contaminates preventing redevelopment of structures at the Airpark. *V.Discussion/approval/disapproval to accept an Emergency Management Performance Grant (EMPG) in the amount of $372,000 for Pinal County for Federal Fiscal Year 2020, and to authorize the Emergency Manager or his designee to execute related administrative documentation on the behalf of Pinal County. Approval also accepts a Fiscal Year 20/21 budget amendment to transfer reserve appropriation only from fund 196 (PW/Emergency Management) to fund 213 (Grants/Project Contingency) to match the revenue and expenditure appropriations to the grant award. *W.Discussion/approval/disapproval to submit an application to the Arizona Department of Emergency Management under the Federal Emergency Management Agency's Fiscal Year 20 Building Resilient Infrastructure and Communities program to hire a consultant to conduct research and create a plan for landscaping alternatives used to reduce wind velocity in high-risk areas. When implemented will reduce or eliminate damage to infrastructure, buildings, homes, and save lives. The county's project has been selected by DEMA to submit an application. *X.Discussion/approval/disapproval to submit an application to the Arizona Department of Emergency Management under the  Federal Emergency Management Agency's Fiscal Year 20 Building Resilient Infrastructure and Communities program to purchase mobile generators and retrofit electrical systems at ten schools to be used as emergency shelters during all-hazard events. *Y.Discussion/approval/disapproval of case CSR-005-20, a Comprehensive Sign Review Package request by Ocotillo and Ironwood Partners/Arizona Commercial Signs to allow the installation of two 11’-10” tall monument signs along North Ironwood Road and East Ocotillo Road with an area of 148±  sq. ft. Situated on APN 104-24-013G, 104-24-013C, 104-24-013E, 104-24-013F, and 104-24-013J (legal on file) the subject site is located at the northeast corner of N. Ironwood Drive and E. Ocotillo Road. *Z.Discussion/approval/disapproval to align the FY19/20 award received for the Coronavirus Emergency Supplemental Funding Program Award #ACESF-21-043 between the Arizona Criminal Justice Commission and the Pinal County Attorney’s Office, through the Pinal County Board of Supervisors for the FY 20/21 budget. The funds will be used for equipment and supplies. The acceptance requires an amendment to the FY20/21 budget for $49,441. A transfer of reserve appropriation only from Fund 213 (Grants/Project Contingency) to Fund 268 (Co Atty Misc Grants) to increase revenue and expenditure appropriations. The award will help the Eloy Family Advocacy Center update items for the center that will provide a safe and comfortable environment for victims. The award will help the San Tan Valley Family Advocacy Center update equipment for the center that will provide a safe and comfortable environment for victims. The acceptance requires an amendment to the FY 20/21 budget to transfer reserve appropriation only from Fun 213 (Grants/Project Contingency) to Fund 268 (Co Atty Misc Grants) to increase revenue and expenditure appropriations. *AC.Discussion/approval/disapproval The Pinal County Attorney’s Office requests approval to apply for the 2021 National Crime Victims’ Rights Week Community Awareness Projects Funding Opportunity in the amount of $5,000. The National Association of VOCA Assistance Administrators (NAVAA), in corporation with the Office for Victims of Crime, is seeking proposals for innovative and collaborative approaches to promoting community-wide public awareness of the rights and available services for victims of all types of crimes during National Crime Victims’ Rights Week, April 18, 2021, through April 24, 2021. *AD.Discussion/approval/disapproval to waive a conflict with outside legal counsel Ed Novak so that he may continue to represent and advise Pinal County Attorney's Office on a potential attorney disciplinary matter.  Mr. Novak is a member of the firm Polsinelli, PC and the firm is counsel to one of the defendants in the opioid litigation. Fair market value for Glock is approximately $420 and Fair market value for the Smith and Wesson AR15 is $330. Although this is one public hearing covering all of the following amendment requests, the Supervisors may ask the public to speak on each Major Amendment request separately and may discuss and vote on each request separately:

 

A. PZ-PA-004-20: Public Hearing and discussion/approval/disapproval of Resolution No. 2020-PZ-PA-004-20, a Resolution approving case PZ-PA-004-20, a County initiated Major Comprehensive Plan Amendment to Chapter 7 Environmental Stewardship, Water Resources Element, of the 2019 Pinal County Comprehensive Plan. The proposed text amendment will modify the Water Resources Element by proposing updates to the background information on the purpose of the Water Resources element, update certain goals, objectives, and policies regarding water conservation and identification of water service providers. The Planning and Zoning Commission recommended approval to the Board of Supervisors unanimously (8-0). B.  PZ-PA-005-20: Public Hearing and discussion/approval/disapproval of Resolution No. 2020-PZ-PA-005-20, a Resolution approving case PZ-PA-005-20, a County initiated Major Comprehensive Plan Amendment to Chapter 3 Land use, Chapter 6 Open Spaces and Places and Chapter 7 Environmental Stewardship, Water Resources Element, of the 2019 Pinal County Comprehensive Plan. The proposed text amendment will modify the referenced Chapters by adding goals, objectives and policies relating to riparian areas, wildlife corridors and the Pinal County Birding Trail. The Planning and Zoning Commission recommended denial to the Board of Supervisors (7-1). (Evan Evangelopoulos/ Lester Chow)

 

C.  PZ-PA-006-20: Public Hearing and discussion/approval/disapproval of Resolution No. 2020-PZ-PA-006-20, a Resolution approving case PZ-PA-006-20, a Major Comprehensive Plan Amendment proposal by The Alice Group, Inc., Alice Robertson owner, Susan Innis, Invenergy applicant to re-designate 1,642 acres from Moderate Low Density Residential (1-3.5 du/ac) to Green Energy Production for a photovoltaic Solar Power Plant, in Coolidge and Eloy area, Pinal County. The Planning and Zoning Commission recommended approval to the Board of Supervisors (7-1). Public Hearing and discussion/approval/disapproval of the FY2019 Annual Action Plan amendment #2 proposing additional projects for the use of CDBG funds. Pinal County has available $248,302.76 in CDBG funding to reallocate to eligible projects. Pinal County is seeking public comments and approval of the proposed plan amendments: 1)Expanding the Florence waterline project to an additional Census Tract adding $68,791.76, and 2) Completing design and engineering in Colonial del Sol for the installation of sewer lines for $179,511. Public Hearing and discussion/approval/disapproval of the FY2020 Annual Action Plan for the use of CDBG and HOME funds. Pinal County will receive a CDBG allocation of $1,319,489 and a HOME allocation of $621,146. Four participating cities and towns have elected to join the county’s entitlement program. Those communities include: Eloy, Florence, Mammoth, and Maricopa. Participating communities will receive a CDBG allocation of $130,000.
