BRIEF DESCRIPTION OF AGENDA ITEM AND REQUESTED BOARD ACTION:
Discussion/approval/disapproval of Intergovernmental Agreement No. EV23-0035, Amendment No. 1, between the Arizona Department of Environmental Quality and Pinal County Air Quality Control District, through the Pinal County Board of Supervisors, effective December 18, 2023, through June 30, 2028. The amendment increases the 66.034 PM2.5 Monitoring Network 103 Project Grant subaward amount to $97,460 and includes Inflation Reduction Act (IRA) CADMRI Grant subaward amount of $169,649. This award will be used by the Air Quality Control District to support the PM2.5, PM10, Monitoring and Ozone network activities, staffing, safety upgrades, supporting operations and special projects. The award was included in the current year's budget. (Anu Jain)
BRIEF DESCRIPTION OF THE FISCAL CONSIDERATIONS AND/OR EXPECTED FISCAL IMPACT OF THIS AGENDA ITEM: The attached IGA will support the PM2.5, PM10, Monitoring and Ozone network activities, staffing, safety upgrades, supporting operations and special projects.
BRIEF DESCRIPTION OF THE EXPECTED PERFORMANCE IMPACT OF THIS AGENDA ITEM: The agreement is to outline and define monitoring responsibilities within Pinal County in Arizona to ensure minimum monitoring requirement set forth by the Environmental Protection Agency (EPA) in Pinal County are met pursuant to CFR 40 part 58 app D 4.7 CFR Part 58 Appendix D(e) states that "full" monitoring requirements apply separately to each affected State or local agency in the absence of an agreement.
