27.9 Final Decision of the Board of Supervisors. After hearing on appeal and consideration of the previously transmitted record and filed memoranda, the Board of Supervisors may increase, decrease or modify any penalty imposed by the Hearing Officer as long as it follows the penalty amount set by the applicable codes, ordinances or resolutions and may:
27.9.1 Affirm, in whole or in part, the Decision of the Hearing Officer;
27.9.2 Reverse, in whole or in part, the Decision of the Hearing Officer;
27.9.3 Vacate, in whole or in part, the Decision of the Hearing Officer and remand to the Hearing Office for further proceedings.
