BRIEF DESCRIPTION OF AGENDA ITEM AND REQUESTED BOARD ACTION:
Public Hearing and discussion/approval/disapproval of Resolution No. 110123-CD the revised fee schedule for Pinal County Development Services - Community Development Aquifer Protection Department pursuant to A.R.S. 11-251.08 and County policy. (Atul Shah/Brent Billingsley)

 

BRIEF DESCRIPTION OF THE FISCAL CONSIDERATIONS AND/OR EXPECTED FISCAL IMPACT OF THIS AGENDA ITEM:
Pinal County has a delegation agreement with the Arizona Department of Environmental Quality (ADEQ). Under the terms of this agreement, Pinal County acts under the state's authority to review, permit, and inspect site wastewater treatment systems within the County. Pinal County last adopted Aquifer Protection Program fees in 2001. The state's fees have changed significantly over the past 22 years, and ADEQ recently adopted new fees. Staff is proposing to adopt the ADEQ fee schedule in effect when the update is conducted. ADEQ's costs were increased in August.

 

BRIEF DESCRIPTION OF THE EXPECTED PERFORMANCE IMPACT OF THIS AGENDA ITEM:
By updating the Aquifer Protection Fee Schedule, Pinal County will align with the state and other delegated authorities while maintaining lower fees than the state. This increase will enhance division revenues and ensure that the fees we charge cover the County's cost for performing this function.  Currently, Aquifer Protection relies on the General Fund to cover $200,000 to $250,000 in underfunding due to our fees not covering the cost to perform the delegation.
