BRIEF DESCRIPTION OF AGENDA ITEM AND REQUESTED BOARD ACTION:
Discussion/approval/disapproval of Resolution No. 111820-PCHA, a Resolution authorizing Pinal County Housing Authority to charge uncollectible U.S. Department of Housing and Urban Development (HUD) vacated tenant accounts totaling $3,121 for Uncollectible Debt as a loss. These accounts have been referred to a collection agency with no success in collecting monies owed. (Rolanda Cephas/Himanshu Patel)
BRIEF DESCRIPTION OF THE FISCAL CONSIDERATIONS AND/OR EXPECTED FISCAL IMPACT OF THIS AGENDA ITEM:
These Account Receivables result from unpaid rents and charges to tenant’s accounts when they lived in county properties. It is our established policy that once defaulting, vacated tenants accounts are transferred to collection agencies, the balance in their account be written off as uncollectible. Every year we budget for expected uncollectible accounts and write them off.
BRIEF DESCRIPTION OF THE EXPECTED PERFORMANCE IMPACT OF THIS AGENDA ITEM:
In the Real Estate Assessment Center (HUD financial reporting system) accounts receivable collections are rated as a performance measure. If we have a large receivable amount on our books, our performance rating will be lowered. Past experience has shown once tenants leave our property, the likelihood of collecting the debt is very minimal. Even if we write off the receivables, we maintain a separate record to follow up with any collectibles that may later be received.
